This is the spacer that installs between the rear brake drum and the wheel bearing on all swing axle Type 1 & 3's, and '63 & earlier Type 2's.  The rear oil seal rides on this spacer and the o-ring sits in the groove of it.  If worn or pitted, it can cause leaks.
